Valeriano Weyler, Rizal felt that the tenants in Calamba and other town mates were hopeless in improving the quality of their life. • He planned to move the landless Filipino families to that rich British owned island
North Borneo(Sabah).
•He wanted to transform the said wilderness into a “New Calamba” through the so called Borneo Colonization Project.

March 7, 1892
- Rizal went to Sandakan on board the ship
Menon to negotiate with the British authorities. The mission was a success because he was offered a 100,000 acres of land free of charge for 99 years.

• Jaena, Luna, Bautista, Blumentrit and his friends in Europe were delighted upon hearing his plan and expressed their suport.
• Manuel Hidalgo – was not in favor of the project, “no need to leave the country considering the sacrifices they had already given. Besides settling to Borneo should be their last recourse.”

• Gov. Eulogio Despujol
- replaced governor Valeriano Weyler by the time Rizal is still busy making preparations for the relocation.
- Despujol pledge a program of good governance which gives hope to Rizal.

- Rizal wrote to Despujol a congratulatory letter but receives o reply.
March 7, 1892
- after negotiating to the British authorities, he wrote a letter to Despujol asking permission to allow the landless
Filipinos to established a colony to North
Borneo.

Reasons why his desire was not acceptable for the Governor-general
- The colony lacked workers
- leaving the country and cultivating the foreign soil would mean becoming unpatriotic to Spain.

Because his plans were not approved he decided to go back to the Philippines.
