2.0 DEFINITION OF DEVOLUTION.
Devolution is the distribution of resources from the central government to the county government(constitution of Kenya article four). It can also be defined as the transfer of powers from the central government to local units.(MULWA,BERNARD and WEKHUYILISA,2013).
3.0 CONTENT OF RESEARCH.
3.1PRINCIPLES OF THE DEVOLVED GOVERNMENT.
According to article 174 of the Kenyan constitution one of the principles of the devolved government is to recognize the right of communities to manage their own affairs and further their development. In this case devolutyion aims at empowering people at the grassroot level; to be incharge ang get involved more in issues affecting them rather than wait for decisions from the central government as was done in the old constitution.
