At this part of The Catcher In the Rye, Holden is talking to Phoebe about his possible future careers, however his choice in career reflects Holden's affinity for all things innocent and his will to a protector of them. Holden remembers a part of a Robert Burns poem incorrectly as "if a body catch a body coming through the rye" this causes him to imagine himself saving children by "catch[ing] them" before they "go over the cliff."     The government inserts itself into the American economy through laws, regulations, encouraging investments, and infrastructure investments (Cochran, 38-67). America uses regulations in the economy to protect and directly benefit its citizens. For example the FDA, a government organization, puts regulations on food and drug products to make sure they are safe for human consumption. Without these positive regulations the American population would be at risk for many side effects and illnesses that are easily prevented by the FDA’s guidelines. The government will also use tax rates and other factors to control what you buy. An instance of this is how the government will sometimes make the taxes higher on tobacco products to discourage people from buying these products. This factor is on the verge of negative government interference. On one had they are trying to protect the American people, but on the other they are using their power to make decisions for us by using our money as a pawn. How involved government should be in our “free enterprise system” has been a heated debate for decades. Some have gone as far as proposing that all regulation agencies should be abolished because it has been proven that they have become controlling forms of legislature within themselves (Cochran, 63).     Berry and Berry (2007) defined policy innovation as a programme that is new to the government adopting it (p. 223) and presented the diffusion model and the internal determinants model as the main theories to explain the different possible structures of policy innovation. They argued that the models presented hypothesise that states emulate each other for one of three basic reasons: to learn from one another, to compete with one another, and the pressure to conform to national standards (p. 225). Shipan and Volden (2008) on the other hand paid less attention to the internal determinants model. While they echoed Berry and Berry’s three basic reasons of innovation, Shipan and Volden added a fourth reason – to imitate larger cities. Entrepreneurship is a procedure through which individuals identify opportunities (problems that need to be solved or unmet needs) in the market place, allocate resources, initiate change by being innovative and creative and create value through solutions. One of the Factors of Production to produce goods or services is Enterprise with Land, Labour and Capital; an entrepreneur combines all other factors of production by enterprise, which is actually problem solving, risk taking and creativity, to come up with innovative products or services. “Innovation is the ability to see change as an opportunity - not a threat”. (Steve Jobs,2010). It is not necessary that Innovation is something completely new which is stated as ‘Discrete Change’ by Joseph Schumpeter, it can also be a ‘Gradual Change’, that is a product or service which is better than what was there before (Lumsdaine and Binks, 2007). It can be called a process by which an Idea or invention is translated into a product or service for which people will pay and perceive it as being new. Entrepreneurship is incomplete without Innovation as Steve Jobs said, “Innovation is the specific instrument of entrepreneurship. The act that endows resources with a new capacity to create wealth.”. (Steve Jobs,2010). Economic Development can be defined as the development of economic wealth for the well being of a country’s inhabitants. It implies progressive changes in the socio-economic structure of an economy, change in the distribution pattern of income, adoption of new technologies, creation of jobs, transition from agro-based to industry-based economy and general improvements in living standards.…
