• His father Romeo Louis Dallaire was a staff sergeant and also a non-commissioned officer in the Canadian Army
• His mother Catherine Vermaessen was a Dutch nurse
• Romeo later immigrated to Montreal when he was six months old with his Dallaire enrolled in the Canadian Army in 1963 as a cadet
• He attended Le College militaire royal de Saint-jean
• In 1970 Dallaire graduated from the Royal Military college of Canada
• He graduated with a Bachelor of Science degree.
• He was commissioned into the Royal Regiment of Canadian Artillery
• Dallaire also attended the Canadian Land Force Command and Staff College as well as the United States Marine Corps Command

    Senator Romeo Dallaire was a Lieutenant-General in the Canadian army in 1946. He was sent to Rwanda in 1993 to enforce peace agreements between the Hutu’s and the Tutsis. He was more or less set up for failure however because he did not have nearly as much soldiers as he needed. The inevitable happened and Senator Dallaire found himself as a witness to one of the greatest tragedies we have seen this century. The result of this “peace agreement” ended up with over 800,000 people dead and about 1.4 million in refuge. The most griping story that Dallaire told was when he was getting out of his army truck and was greeted by an eleven year old boy pointing an AK-47 (rifle) into his nostril.     Dallaire did exceptional when it comes to the naming of his essay, by not only simplifying the subject but maintaining the true meaning. “Cri de coeur,” also known as “A cry from the heart”, is not only heartbreaking but truthfully eye opening.
