Sub: Unauthorised Utilisation of Materials Stacked at Sarangapally, Kutunupally (PMGSY Road Packages) & Construction of Bridge and Approach Road over Lamtaguda on Kumarput-Mathili Road (Theft done by Mr. Durga Tripathy, Contractor of Malkangiri).

I, Sri Pabitra Mohan Lenka, was working as contractor since 1978 in the Kalimela. Till now, I had completed works under DNK [Kalimela to Mottu (62.20 Km.)] and Kalimela junction to Padia junction (26.60 Km.), bridges like Kaldapally under Padia Block, Marametla Nalla (Padia Block), M.I. Tank at MV-33 and other Ancillary works. The DNK Project was abolished in 1988. Thereafter, I worked as contractor under Potteru Irrigation Project (Drainage Syphone at RD 1.380 Km. of TMC (Tamasa Main Canal), 4 VRB (s) in GMC (Gompakonda Main Canal) between 0.00 Km. to 20.00 Km., CR-cum-Escape at RD 13.200 Km. of GMC (Kosalakonda), lining works and Earth works. M/s OCC Ltd. has executed works in 1990 by taking a series of contractors. But maximum contractors left the site due to Malaria and non-availability of water. Hence I was invited by M/s OCC Ltd. to take up unfinished work of other contractors. After satisfactory completion of unfinished work of other contractors of OCC Ltd. offered me for execution in GMC, Koimetla distributary, T.M.C. etc., I was awarded further new works by OCC Ltd. under Irrigation Department & O.H.P.C. (Odisha Hydro Power Corporation). The new works of OCC Ltd. awarded to me are Mottu Distributary (16.000 Km. to 26.260 Km.), Tamanpally Minor (5.000 Km. to 14.800 Km.), aqueduct at RD 31.60 Km. of TMC and also so many other ancillary works.
In 2005, I was invited by OCC Ltd. by OCC Ltd. to execute the P.M.G.S.Y. work under Rural Works Division No.I, Malkangiri. The contractors like Naba Pradhan, Ajay Raut, Late Gyanaranjan Mohanty, Ganesh Chandra Mandal, Mohammed
