There are partnership between private secto r and government but their proposed plan w as not feasible enough.
How will DOT or other branch of tourism g ive opportunity to samal island to be spot fo r tourism activity because Samal island has many man-made and natural resources but it s all largerly untapped for tourism.
Objectives and Recommendation
� The Samal Island is a naturally rich but they should also throw emphasis on improving the basic infrastruct ure and accessibility.
� Opportunities exist for promoting Home Stays and
Bed & Breakfast Inns to budget travelers so as to give a better and personalized experience to the visitors and they can teach travelers to value the environment and i slands and bring in social enrichment the rather than s mall monetary contributions.
SWOT Analysis
STRENGTH
Samal is environmental preserved.
It's natural resources is untapped.
The climate is well suited to tropical resort development. They get water from local spring.

� Ecotourism, Eco Lodges, Sustainable Tourism and Particip ative tourism should be eventually promoted which will ulti mately help in promoting the standards and competitiveness amongst the service providers in the ecologically sensitive z ones of Samal Island.

The area is actually in actual fault zone.
Dominant agriculture.
Infrastructural issues present significant challen ges in the development of tourism within the Sa mal Islands. Many of the Islands don’t have pro per communication facilities like internet, cell-p hone coverage, or even landlines. Often commu nication systems will be affected by storms or ot her issues and can remain out of order for days.

Therefore we conclude that Samal Island is possible to be one of the gr eatest tourist spot in the Philippines which other locals and foreign visitor s will surely enjoy the slightly untouched beauty of the Island. So we sug gest that it should be fully develop for the betterment of the place, to be able to make this happen the Local Government Unit of Samal Island sho uld make a move for progress and development of the Island. They can a lso ask help to the Department of Tourism for much even better result. If this development will be done, it will not just surely attract visitors but it will also be very helpful with the people in the Island because it will prom ote livelihood and employment to them. And it will also help the econom y of the Samal Island LGU.
