The United States government is the largest single purchaser of goods and services in the world. Even during times of economic hardship, the US continues to dump billions into the private sector. The federal procurement spending rate of growth has surpassed the rate of U.S. inflation every year, since 2000. With annual federal procurement budgets of more than $400 billion, it is no surprise that the competition for government contracts has increased tremendously. Consequently, more and more companies are trying to get a piece of the action. When these companies adhere to all of the required regulations and statutes, they expect their proposals to be evaluated and the contract awarded in a fair and unbiased manner (Nacke & Ralston 2011).…

Procurement, by definition, is a collaboration of merging activities which ultimately lead to something or a service being acquired. (City of London, What is Procurement [online], available from http://www.cityoflondon.gov.uk/Corporation/LGNL_Services/Business/Tenders_and_contracts/what_procurement.htm [Accessed 12/1/2011]. In construction terms this refers to the systematic approach, or route in which an idea or thought can break into reality and be built. It is best looked at as a complex strategy to manage clients/developers, architects, contractors, and sub-contractors, to name a few, into the most efficient way, or more specifically, risk free way to complete a build on time and on budget.…

According to Lewicki the co author of Negotiation, “the tendency for negotiators to see the world as more competitive and distributive than it is, and to underuse integrative, creating-value processes, suggests that many negotiations yield suboptimal outcomes.” (Lewicki, 16) Additionally, negotiation techniques are extremely important to any contractor because it contributes dramatically to the creation of better margins on profit, prevention of wasted marketing efforts, and a better closing ratio between client and a business known as Creative Patio Awnings and Design that was established in 2001 in Sacramento, California. In anticipation of a change in needs I would utilize the management process known as Agile Scrum methodology. This type of management process allows constant communication between the buyer, or the “product owner” and the seller, or the “scrum team”. This is a management process used widely in the development workplace. This allows the team to focus on short term goals within 1 to 2 week iterations known as sprints. If the buyer, BBI has changes that need to be made to the expectations, then the team would be able to change that on the fly, rather that starting from the beginning. The plan is to build things separate and then put the pieces together, rather than building one system on top of another. This way, all members of the team have their deadlines and goals set, and the team can multi task. And if an element needs changing early on, or midway through, it won’t throw the whole project off. This also comes with weekly meetings and updates to the buyer. If the buyer has certain acceptance criteria, they will be able to see everything through every phase. This gives room for a more successful, highly effective project. Documentation of change is done during each sprint, because notes and reports are taken daily for issues and shifts in priority during an iteration.…
