SEGMENTASI, TARGETING DAN POSITIONING PADA FREN A. PENDAHULUAN 1. Latar Belakang
Pemerintah Indonesia mengatur dan mengawasi penyelenggaraan jasa dan jaringan telekomunikasi Indonesia melalui Departemen Komunikasi dan Informatika (Depkominfo). Departemen ini mewajibkan perusahaan penyelenggara jasa telekomunikasi untuk membayar beberapa biaya yaitu, Biaya Hak Pengguna Frekuensi (BHP), dana kontribusi Universal Service Obligation (USO) sebesar 1% dari pendapatan kotor operator dipotong beban interkoneksi dan bad debt setiap tahunnya. Nantinya biaya USO tersebut akan digunakan untuk pengembangan sarana dan penetrasi telekomunikasi di seluruh desa di Indonesia untuk menopang target fixed line teledensity rate sebesar 8%.
Layanan seluler di Indonesia dibagi menjadi full mobility dan fixed wireless access. Untuk full mobility, layanannya tidak terbatasi hanya pada suatu area tertentu. Layanan ini adalah layanan mobilitas jaringan akses tanpa kabel yang tidak terbatasi pada suatu daerah operasi tertentu. Contoh produk yang menggunakan layanan ini adalah Simpati, As, Halo, Mentari, IM3, XL, Axis. Sedangkan fixed wireless access adalah layanan yang dibatasi hanya pada area atau kawasan operasi tertentu saja dengan contoh produk adalah Flexi, Fren, Esia, Star one, Smart. Layanan fixed wireless access menggunakan tarif telepon tetap PSTN sehingga tarif yang diberlakukan untuk tipe layanan ini lebih murah.
Pelanggan seluler di Indonesia menggunakan Full mobility, dimana terdapat tiga operator yang memegang pasar seluler Indonesia sebagai pemain utama yaitu, PT. Telkomsel, PT. Indosat Tbk dan PT. Exelcomindo Tbk. Sedangkan operator seluler yang aktif melakukan penetrasi pasar adalah PT. Telkomsel, PT. Indosat Tbk, PT. Exelcomindo Tbk, PT Mobile-8 Telecom, dan PT Bakrie Telekom.
