Shelby County Victims Crime Center Case Study
The Shelby County Victims Crime Center originally opened in 1995 under the name of Victims Assistance Center. The Center was located at 600 Adams in the heart of downtown Memphis. The agency was created for those who were a victim of domestic violence. The agency began to increase services in 1996 when The State of Tennessee Criminal Injuries Fund also known as, Victims Compensation were added to the services offered. In 1998, the Homicide Response Program (HRP) was created for families and friends whose loved ones were victims of this horrible crime. In 1999, the VAC added a Bilingual Victim Advocate to help serve the growing population of Hispanics and Spanish speaking individuals in the mid-south area. In 2005, the VAC changed its name

The agency is will target women victims of sexual and domestic violence to attend to specific needs and allow them to begin to restructure their lives. Many times victims of sexual and domestic violence are forced to be separated from their loved ones, and have limited access to basic needs. This could include shelter, food, clothing, and job placement services. There are several agencies that help with treatment and education, but our service will be geared to getting victims back to some sense of normalcy.     During the 5 victim activity me and my partner had the basic questions down packed. We knew to ask what were the events leading up to the scene, and if the victim has any medical history. Then we physically examine the victim to determine any physical symptoms, such as breathing abnormally or dilated pupils. We then proceeded to ask if there were any injury’s on certain parts of the body, mainly with the face/head or spine/chest. With this we could figure out any little injury, like a scrape on the arm.     Fred is drunk and driving his dad’s car. Fred is a 21 year old student at Columbia College. Fred rams into a parked car at 10th and Rogers. Thinking no one saw him; Fred moves his car and parks it on an adjacent lot. He sprints to his dorm room in Miller Hall. A neighbor saw the wreck and Fred running to the dorm. Police are called and they arrive ten minutes after the wreck. The officers see several empty beer cans and a bottle of tequila (half full) in the front seat. Police run Fred's record and determine that he has two prior DWIs within the past five years. The third DWI in 10 years is a felony.
