Short Writing Assignment #2 - Technology, Politics and Values
This week you have learned from political theorist, Langdon Winner that technological artifacts are political. Examples are aircraft, bus overpasses and tomato harvester. You have also learned that political systems influence technological development with globalization impacting global economic and political integration. The Millennium Development Goals (MDG) established by the United Nations are an attempt to establish global solidarity around pertinent issues that would benefit the human race.

Based on what you have learned from the material this week and from a peer reviewed scholarly article you find, describe in a .doc (Word) document of about 800-1200 words (3-5 pages), using APA format and citations, how you believe at least one of the MDGs can be met through technological development, innovation or implementation. In other words, find an example of a technological artifact (like aircraft) that may achieve that goal. You should discuss the politics or political system influence of the technology and the impact on meeting the MDG. The peer reviewed article you find should provide an example that substantiates your opinion. Thus, your paper should address the following questions:

1. What is the MDG that can be met through technological development, innovation or implementation?
2. What is the technological artifact and how does it meet the MDG you identified?
3. How is the development or implementation of the technological artifact influenced by politics or a political system?
4. How does meeting the MDG through the example of technology you provide integrate our global world?

Make sure that you revisit the course readings, lectures and any other relevant materials. You must include at least one course reading in your analysis. In addition to using the course readings you must also include at least one outside source that is from a peer-reviewed scholarly journal. NO DIRECT QUOTES!! Paraphrase and cite the material used in your paper.

    The attitudes that the Chinese Han dynasty and the Romans conveyed towards technology depended on the government’s views on technology and also the relationship of the government with its people and laborers, but ultimately it would benefit the people and contribute to the development of society. Technology was vital to a society because it made the decreased work for laborers significantly, as in Documents 3 and 4. Documents 1, 6, and 8 display how, in order for a society to develop, the growth of technology is essential. Document 2 shows how a government’s view on technology can influence whether or not it can be beneficial to society or not. Whether or not technology contributes to society also depends on how the state chooses to utilize it, which is expressed in Documents 5 and 7. The place in the social hierarchy the authors of the documents were from certainly was influential in how the author viewed technology. It was displayed in the tone of the writing whether it showed sympathy towards the people, spoke lowly of the people, or spoke highly of certain people who influenced technology. An additional document portraying a commoner’s attitude toward technology would be helpful to gain a wider view of the affect of technology on society. It would show whether or not the people of a state agreed with their rulers’ views on technology.     Hughes presents a case for talking about technological momentum as a point between two opposite ideas; social constructivism and technological determinism. This raises questions as to what exactly the relationship is between technological momentum and soft determinism. Both ideas deal with the effect society has on technology and the effect that technology has on society. I will argue that while both ideas seem to be the same, there are important distinctions to make between the two. One is that Hughes’s idea of technological momentum is time dependent. So it is sensitive to society, culture, and the changes that occur to a technological system as it matures. On the other hand, soft determinism doesn’t distinguish between when a system will tend to be affected most by society, and when that technological system will have the most influence on society. In his essay, Thomas Hughes presents a case for technological momentum. The idea of technological momentum lies between the extremes of social constructivism and technological determinism. Social constructivism is when social or cultural forces determine technological change. Technological determinism, on the other hand, is the idea that technical forces determine social and cultural changes (Smith, 102). Within his essay Hughes points out how technological systems evolve during their lifetime to fall under either of these extremes. According to Hughes, the maturity of the system often times dictates its influence on society and the impression the society itself can have on the technological system. One might point out that the idea of technological momentum is similar to the idea of soft determinism. The soft view of determinism is the belief that technological changes drives social change, but social pressures also influence it.
