Environmentally, EVM's would be the best choice, since they do not produce any paper waste. Physical ballots are used and then disposed of, which makes for a lot of unnecessary trash. However, paper ballots are cheaper than the machines, which makes some people question whether this method is worth it. The population is very diverse, and factors like language, age, and physical disabilities can inhibit some people from voting. Due to the cost, paper ballots only come in a limited number of languages. For example, New York has ballots in English, Spanish, Chinese and Korean; about 138 different languages are spoken in the borough of Queens alone. Voting machines can be programmed to offer almost any other languages, making it much easier for non English speaking people to vote. I belive in this case it would be much more time and cost efficient to use EMV's to vote.
Security is another issue with voting. On one hand voting with the machine can be safer because they are not connected to internet, but they can stll be messed with before use.
