This term refers to the ability that members of a community have to control the behavior of individuals and groups within the community. When a community feels that they have control over their own living area then it creates a safe and orderly environment. According to the Criminological Theories: Past to Present, “this approach has involved listing conditions that might be undesirable- such as poverty, residential instability, and the prevalence of broken homes” that can lead to some neighborhoods feeling more unsafe than others. (Sampson, Raudenbush, Earls). Therefore, if young individuals live in an area of poverty, where there is no control, then it can lead them to getting involved in criminal behaviors such as joining a gang. When looking at the typical gang member, they usually come from a broken home where there is great poverty. The environment they live in and the lack of control they have of their surroundings motivates them even more to just join what they are surrounded by, which are gangs such as MS-13. This gang in particular is famous for taking over neighborhoods and controlling what's around them. Many of them force juveniles to part take in their criminal behaviors and break the law with them. These juveniles find no other than to follow their orders because after all these members are the ones that control many of the neighborhoods they live
