The history of the state system has established or propounded a fact that it is providing the solution to the public in pursuits of their happiness
and prosperity. Unfortunately, now the state is becoming a problem for the people instead of providing happiness. The state’s democratic culture and norms are being threatened in multiparty political system or custom. The opposition, the ruling party and the Treasury Bench is patronizing the state apparatus and remains far away from the real and factual issues that people are facing. This is the biggest and worst challenge for the state like Odisha.
