The hospital director helped Mrs. Smith, but Mr. Bill did not benefit from it because it was not what he needed. If the emergency room doctor had came into the scenario, he would have given Mrs. Smith morphine, dressed her burns properly, and kept her for overnight observation; and assisted Mr. Bill to some antibiotics and sent him on his way home. Overall, the federal government can be related to the hospital director who only helped one patient, just like the federal government helps only someone states instead of every state. Whereas the state government relates to the emergency room doctor and helps both patients based on their individual needs, just like the state government helps each state individually, looking into individual
