The lack of planning out a project causes a variety of emotions from confusion and frustration with all members involved, the planning process starts at the introduction of the strategic plans for the whole organization. There are three levels of the planning process and these three steps create and implement the strategies for the accomplishment, these steps are strategic, this process occurs at the highest level of the organization and has a time frame of over five years. The tactical stage time frame is one to five years and concentrates on the production planning and integrates organizational resources at a lower level for the entire enterprise and the intermediate duration, and the operational part looks at the daily operation of local resources and happen in the current or short term (Whitman & Mattord, 2014).

Tactical planning can also be seen as the complete distribution of assets to accomplish any strategic policies while strategic and tactical plays a different part in the companies they are considered the viewpoints of a theory which assist management in tactical performance (Schultz, Slevin, & Pinto, 1987).

    Strategic Planning at Valve Introduction A global leader in the software and computer gaming industry, Valve maintains a very unique internal operating environment. The company operates without any managers, instead relying on all employees to manage themselves. Grouped into project teams, the employees of each team are collectively responsible for the success of their respective project. While it could no doubt be argued that there are certain benefits to Valve’s distinctive operating style, it is evident from the case study that there are also substantial problems with the operational ecosystem within Valve. One of the major issues for Valve is the lack of strategic planning within the organisation. All of Valve’s employees work in project groups, and their goals, tasks, and deliverables are all project-specific. As such, there is no employee group specifically focused on longer-term, strategic planning for the organisation. Valve’s flat organisational structure also means that there is an absence of management personnel, who would usually be charged with driving the strategic planning process. This lack of strategic planning at Valve has left the organisation without clear goals, objectives, and plans for the future. An absence of strategic planning also exposes Valve to the risk that it will be in a weaker position to respond to future changes in the operating environment.     There are many components of a strategic management process, but there are four main elements. According to Wheelen and Hunger, “strategic management consists of four basic elements: environment scanning, strategy formulation, strategy implementation, evaluation and control” (2010). Environmental scanning is a broad look at things that pertain to the company. Many companies will do a SWOT analysis by analyzing the company’s strengths and the opportunities that the company has and then look at the company’s weaknesses and threats. This information is then distributed to the appropriate individuals for strategy formulation. According to Wheelen and Hunger, “strategy formulation is the development of long-range plans for the effective management of environmental opportunities and threats, in light of corporate strengths and weaknesses (SWOT). It includes defining the corporate mission, specifying achievable objectives, developing strategies, and setting policy guidelines” (2010). Once strategies are formulated, the strategies are implemented. Strategy implementation is putting the strategies into effect by establishing the programs and procedures required to accomplish the tasks. The last element of strategic management is evaluation and control. When a strategy has been implemented, the strategy needs to be evaluated in order to understand if the strategy is accomplishing what it was put in place to do. Sometimes the strategy needs to be adjusted based on the outcome findings and continued monitoring until the strategy performs satisfactorily.
