Since the contribution of street food is significant to tourism, it is important to understand what have the government done so for with street food. Therefore, in this section, various government policies on street food will be discussed. The Hong Kong government has been striving to create an image of international world class city providing diversified and high quality tourism services. The following policy instruments on street food are coherent with this vision.

In Lunar New Year, hawkers can apply for the temporary hawker license or temporary food factory license. However, the hawkers are only allowed to reheat food with electricity and naked flame is not allowed (Hong Kong Legislative Council, 2016). The Food and Environmental Hygiene Department (2006) also introduced a Demerit Points System to regulate food hawkers. The license will be suspended if a hawker receives a total of 45 demerit points within 36 months. The food trucks use modified trucks with cooking facilities. It is a tourism initiative that aims to increase the attractiveness of tourism spots and promote the diversity, creativity and high quality services through gourmet food (Hong Kong Tourism Commission, 2016). 11 out of 192 applicants won the Cook-off Challenge and were selected to be the first batch of food trucks. They have been stationing in 8 tourism sports such as the Central Harbourfront Event Space, Tsim Sha Tsui Art Square and Hong Kong Disneyland (Hong Kong Tourism Commission, 2017). In order to operate, the owners have to follow a strict regulatory framework covering the topics about hygiene, cooking fuel, electricity, fire safety and parking.
