There are four basic models of exchange for health information. These models are the centralized, decentralized, hybrid model and the health record banking model. Each one of these models has its advantages and disadvantages in different areas such as privacy, security, interoperability among others. In the centralized model, the database is stored in a centralized file and accessed by inquiries. The advantages that we can have in this model is the fast access to the information by inquiry, a uniform information and the consistency in the data access. This model also has its disadvantages. 1. Authorized staff shall collaborate and support the organization as needed to ensure adequate access controls and management thereof.
2. Access shall be approved only to staff with valid necessity to access data based upon their job functions and responsibility, and such access must be consistent with HIE security polity and procedure.
3. Access Request Method
a. All authorized staff must sign an authorization agreement to obtain access to HIE.
b. If the request for access does not appear to be appropriate, discretion must be applied before access is established.
4. Access must be deactivated, and removed based on:
a. Termination of employment.
b. Changes of the authorized staff’s role and responsibility
c. Authorized staff’s misuse or abuse of access
5. Authorized staff’s Supervisor must immediately communicate if an Authorized Staff’s access has been suspended, revoked or modified, or there have been changes to an Authorized Staff’s licensing or clinical
