I. Time Context 1988, since 1981, the PGSEP (Philippine-German Solar Energy Project) has been introduced to develop applications of solar energy in the Philippines. However, after seven (7) years of existence, the project was to be terminated at the end of the year unless they could identify a local group to undertake the project commercially.

III. Major Policy Statement Struktura Inc., is a manufacturing industry wholly controlled by ALCO Group. It is knopwn for manufacturing the best quality steel frame and bases for the solar panels. By 1993, it aims to provide electricity to rural areas in the Philippines through solar panels.
