They had a good climate for making steel and had the resources to do so, which led to them having specialists. From there on, they kept advancing further as a civilization and started to decimate even more civilizations. Since Europe had all the time on their hands to do what they wanted not having to worry about disease and finding food like other places, they were able to develop specialists. Specialists helped a civilization grow by making better weapons and armor so that the civilization would be well protected and defended. In order to create steel, they need to have a warm climate to sustain a long hot fire for days at a time. Also they would need carbon, which was available to everyone. Europe and the Inca had a warm climate, but Papua New Guinea did not. They would also need iron and coal to make steel, which Europe had, but the Inca didn’t have iron. Papua New Guinea had iron, but they didn’t have the tools available to dig it up and smelt it, so it was useless to them. Since Europe had steel and the Inca didn’t, Europe was able to win the wars against them, and take their resources. Europe continued to make newer and stronger weapons because they had competition with all of the other civilizations that lived in Europe and had steel. They eventually owned most of the land at one
