Why else would the show runners use the infamous city as a reference? Kara also says a line that is quite intriguing, cites Screen Rant. She says her cousin (Superman) has an experience working with a vigilante before.

Supergirl may exist in a separate universe (on television) outside of The Flash and Arrow. But having a connection with the Dark Knight in the same universe is a hidden gem.
It is only a matter of time until Batman makes his appearance in the hit television show on The CW. And his mission as always is to save the city and rid the world of bad guys.
And his enemies are not always aliens and metahumans. Sometimes they are human too. If there is a reason that brings him to Kara or Clark’s city, then it must be something along those lines.
