When there is a natural disaster or world crisis, the first to response are the local first responders. When the situation cannot be resolved by the first responders, then the neighboring counties helps with the situation by providing extra responders and supplies. When the situation continues to flamed, then the state becomes involved and administered as much supplies and aide to the people. Federal government becomes involved when the state cannot handle the situation and needs extra help. Neigboring countries also become involve and supply with aid. A Capitalistic system would be the best solution to handling a crisis of epic proportion.
