The systemic agenda is, also known as the community agenda, based on discussion. Keep in mind, the definition of community in this context mean geographical defined area. Usually, the community talks about the issues that matter or concerning them. Most of the discussions are talked in general or abstract sense without going into the technicality of a specific solution, which does not end up helping the community in the long run. In order to for the systemic agenda to make an impact and move to the institutional agenda, the public must come up with a concrete solution on the issue. Moving from systemic, next comes along the institutional agenda, also known as the governmental agenda. Legislators and elected officials make the conclusion on which issues they are “obligated to give active and serious attention” (Anderson, 2015, 96). It would not matter if the community feels if it is something that actually matters to them. Lastly, the hidden agenda comes along. The hidden agenda is often unknown to the public due the bad intentions secret agendas tend to have. In the private section, “the vote” is considered to be money; while in the public sector, “the vote” is considered to be the public. It gives voters to have an emotional attachment because they do not want to be cheated on by the government. Citizens make a big effort to make sure the voting system is not rigged.
