Who would become slave? --- The poor people that could not pay their tax or loan, prisoner of wars and the abandoned children would become slaves. In hard times, Roman citizens even sell their children into slavery to earn money. Roman always fought with others so prisoners of wars were the largest portions of slaves. Especially, after the Roman Republic conquered many cities and countries, such as, Spain, Greece and Carthage. Many soldiers and citizens of other cities became prisoners of war.
