The City of Orange has been a general representation of traditionalism for over fifty years. The City of Orange and Orange County has continuously boasted an invigorating partisan and conservative viewpoint and prodigious capital. The FY 14 Budget proposal used savings from removed and frozen positions, mixture of historical operational budget cutbacks and the assets from renegotiated work contracts, underfunding internal service fund allocations, and executing a five percent furlough on all management personnel and non-safety. Additionally, the City of Orange has depended on its conservative spending approach, based on the method the city has experience a continued revenue growth of the city’s general fund during the recession of preceding years. This was supported by the fact that the city swiftly replied to the unresolved economic recession early on by employing a multitude of resources reduction procedures immediately while continuing to make additional reduction measures during the past five years. Currently, the City of Orange focuses on maintaining a high quality of service to its citizens, which it does by providing the necessary funds for an operation of city services the (City of Orange, 2014). These services range from public safety to parks service and urban development and provide service to Orange while utilizing the budgeted funds.
