Unrestricted submarine warfare was the tactic the Germans used during WWI. Many ships were attacked by these U-boats, without warning, one of these consequently being the Lusitania. In result of this tactic, the Americans introduced the Convoy System, and then recommended that the British navy do the same, but they believed that it would be too costly and could not spare the ships or resources.
