1. The Education Reform Act of 1988 marked a milestone in education policy development in Wales with the establishment of The Curriculum Council for Wales (CCW).
2. Citizenship Education in Wales is being fostered through the concept of Welshness and it is delivered through the Curriculum Cymreig and helps create a distinctly Welsh national identity.
3. Curriculum Cymreig place a great responsibility on teachers as the main facilitators of the curriculum of Welshness and belonging. Teachers are required to put a Welsh centric angle on all subjects taught at the primary and the secondary level as well as in Personal and Social Education or PSE.

• The main objective of the curriculum reform was to create national curriculum that was common between England, Wales and Northern Ireland.
• The Curriculum Council for Wales (CCW), which was eventually replaced by the Qualifications, Curriculum and Assessment Authority for Wales (ACCAC) marked an important milestone in the development of education policy in Wales. The establishment of the CCW meant that Wales as country would always have a say in curriculum development.
• For the first time, the CCW allowed for the acknowledgement of a distinct Welsh identity and allowed for the introduction of ‘Welshness’ into curriculums at the primary school and the secondary school level
• Therefore, the establishment of the CCW allowed for the development of Y Curriculum Cymreig or the Welsh curriculum.
• As a result of devolution in 1999, the Welsh government gained even more control over the Welsh curriculum as a result, it grew to be increasingly independent from its English counter parts
