the definition and role of RFP
A request for proposal (RFP) is a document issued by an organization or a business, in order to provide related request and information to the potential vendors for a product, services and solutions, which provides a procurement framework to conduct the initial stage of vendor solicitation (Margaret, 2007). The RFP quality is very important to the success of project management, because it clearly conveys the required deliverables and relative request.
RFP is regarded as an important part for the success of the suppliers for their future business. (Blumberg, 2008). Before writing the RFP, the first thing should be done is to confirm and define the problem and needs. The RFP will begin when a department acknowledges a need. Writing request for proposal requires resources from many different parts, such as original documents, records management, IT support, budget and compliance (Porter-Roth, 2006).
Proposals can be clarified into two kinds, which are internal and for external audiences. An internal proposal is commonly completed by staff specialists, or the research division of the company. External proposal is generally generated by government agencies, grant committees, and not-for-profit organizations (Blumberg et al., 2008).
For one problem, there may be many different solutions and ways to complete it. The RFP contributes the vendors to response to it and provide adequate bid (Spencer, 2002). An RFP is a significant tool which can use to choose the best solutions, products, and services from several vendor offerings (Jim, 2013). So the RFD play an important role in helping the company to preferably choose the candidates and decline the potential (Mandell, 1986).

The federal acquisition process begins when an agency determine that a requirement is needed and requires that requirement to become procured. If the agency’s contracting officer determines that the appropriate method for procuring the goods or services is a contract, and the contract amount is greater than $25,000, then the agency posts a solicitation on the Federal Business Opportunities (FedBizOpps) website. A solicitation identifies what an agency wants to buy, provides instructions to future offerors, identifies the source selection method that will be used to evaluate offers, and includes a deadline for the submission of bids or proposals . Following the deadline for companies to submit their offers, agency personnel evaluate offerors’ submissions, using the source selection method and criteria described in the solicitation. Unless multiple suppliers or firms are needed, such as for a supply schedule, the agency awards a contract to one firm. Two of the most basic procurement methods that are used are sealed bids and competitive proposals.…
