Regan addresses this speech to the Soviet General Secretary Mikhail Gorbachev. In explaining and persuading to Gorbachev that there is only one Berlin and not two. There shouldn’t be a wall or a border to divide the west and the east of Berlin. Regan believed the wall was a symbol of control and the freedom that everyone should have was being taken away as the separation between the East and the West. There should only be one Berlin, as Regan said, meaning there should not be a division. Regan wanted the Berliners to feel free. He explained and wanted to let the Berliners that they weren’t alone. He emphasized freedom and the practice of liberty and how many leaders such as, Erhard, Reuter, and Adenauer, believed in the practical importance of liberty as the people should have their right in freedom. Regan wanted to persuade Gorbachev in explaining the importance of peace, prosperity, liberalization and the people. Throughout the speech, he kept telling and explaining the importance of having peace and maintain Alliance. He understood the reason of the Wall, but he wanted Gobachev to know there are other ways in handling these problems. He wanted the aggression Germany had, to be at peace. There were strategies and objectives that were put into play to maintain the peace that was agreed. The document of the Central Intelligence Agency Report, “Consequences of A Breakdown in Four-Power Negotiations on Germany,” it explains the objective and the strategies in entering Four-Point discussion about Berlin and Germany. The document explains the position of the Western Powers in Berlin of maintain the USSR specific concessions regarding Berlin and to Western Germany. The negotiations of the Soviet in reflecting the conviction of the Western firmness that rendered this plan impracticable. In the document, explains the USSR goals and how to obtain these goals, such as the undermining the Western position in Berlin to the end in which the Western Powers would ultimately withdrawal. There were 4 goals that the USSR wanted to put forward, in controlling Germany, Berlin. As discussed if the negations in Germany were to fall, the following course of action would then be open to the Western Powers with the direct of bearing on the Berlin impasse.
