If you want to use a concrete example, White youth sells more drugs than African American youth. By the war on drugs being only fought in primality black communities, the target will only be African Americans and not Whites. The war on drugs reflect more on racial disparity and racial discrimination.

They understood the consequences of using drugs and dealing drugs but it become something they were accustomed to. The powerful affect drugs have over their lives and neighborhood place a burden over them. The war on drugs targeted them and set them at a disadvantage. The odds stacked high against all black who had to struggle and sell drugs to survive. The war on drugs did not just fail it ruined many of lives and communities. After a while the world will realize the war on drugs should be looked at on a different perspective. The complex relationship between drugs and crime should have warned the world locking everyone up who used or sold was not going to solve the problem. The laws need to be more reasonable when it comes to drug offenses. Generations are still being destroyed due to this failure of war on drugs. The government need to look at the social context and understand selling drugs is not a war but a lifestyle.
