To the extent that these three factors are attractive to others, a country can exercise considerable influence abroad. This Soft Power complements more traditional notions of hard power: the army, the economy, and the coercive elements of politics (O, Sullivan, 2017).
UNESCO explains “is an essential ‘Soft Power’ actor, brokering knowledge and crafting innovative policies to promote the centrality of education, the sciences, culture, and communication and information as global public goods.”
Is, therefore, a key piece for the countries, to strengthen and improve their image. Cultural diplomacy and its great forum, UNESCO, are essential components for the soft power of any country that aspires to a credible foreign policy. And I think that continues when you look at the way Trump has continued to use Twitter for provocative statements designed to manipulate the press. Many of these don't create attraction or admiration for the United States. On the other hand, the fact remains that despite the political differences, which are quite considerable, the United States is a stable society which has a transition of power by ballots not bullets. I think that has some effect of enhancing American attractiveness. But, by and large, I think the poor quality of the discourse has probably hurt American Soft Power (Nye,2017).
The administration of Barack Obama was widely seen by many countries as a critical and change engine to meet the challenges of this new era in a global world. The United States became the referent of many countries that saw ways of dialogue and goodwill in issues that until that moment had only been approached from the Hard Power, with the arrival of Trump, those new hopeful perspectives created by the Obama's Democrat administration, have been truncated with the arrival of Donald Trump.
In our opinion, Obama acted more intelligently, remaining in UNESCO to take advantage of his soft power, but, at the same time, freezing payments to this institution using the hard power of the United
