When I speak about structure I am referencing that I do not believe community colleges have the necessary means to a proficient end in the number of people that make up the institution. This can be one person bridging the gaps of two administrator positions or even not having enough professors to teach classes. This is not really a struggle at major universities, granted departments are restricted on budget sometimes, but administration positions are not usually under such restriction.
