The PLO was trying to create a government for moved Palestinians, because the PLO’s were moved about in parts controlled in Israel and other countries including a good number in Jordan. Yasser Arafat assembled groups of displeased Palestinians in Jordan developing the PLO’s. In 1959, Yasser created Fatah which is a guerrilla organization which would wage a campaign against the Israelis. To the Israelis Fatah’s attacks were an aggravation and did not pose a serious threat, however it caused PLO’s position to increase throughout the Arab world therefore making Yasser more powerful as a leader, because it showed even though the Fatah was a small unit and mostly outnumbered they were not afraid to fight for what they believed in.
Fatah became Yasser’s core power within the PLO and probably presumes the most control, because Fatah is a dangerous group which will sacrifice themselves to accomplish their goals.
Sabri al Banna whose code name was Abu Nidal is one of the most deadly groups in the Middle East. Abu Nidal was friends with Yasser Arafat and linked up with the PLO’s to establish a concrete foundation for the Palestine. Abu Nidal and his organization became dissatisfied with the Fatah’s and Yasser so he left the group but before doing so he authorized the murder of several leading Palestinian moderates.
The Iraqis welcomed Abu Nidal with much gratitude and helped him form the structure so that he could form his own terrorist
