United States policies are implemented through the help of bureaucracies, sometimes they are successful and other times they are not. For example, Fema, the federal emergency management agency was heavily criticized for the way they handled hurricane Katrina. They came under fire for turning away Walmart supply trucks and preventing the coast guard from delivering diesel fuel. Those are two of the many things that Fema did that hurt their image and the area they were trying to help. Fema isn't always inefficient, it does a lot of great work. Fortunately, most government agencies do a lot of great things.
