The killer killed a man just so he wouldn't have to see his eye again. That right there shows how much of an urge he has to kill. After he hid the body, the narrator put a chair on top of where he hid it and sat there in glory about killing the man. Murderers kill because of how good they feel afterward so they would want to kill another person. He also wanted the cops to be talking about him so he could get the feeling of getting away with the murder.
Although I am trying to convince you that the narrator is a killer, there are some signs that point to him being a psychopath. Like in the beginning, the narrator said that he wasn't crazy. Although this isn't a great point, this is coming from the man who committed the crime himself so we do have to take this into account.
Another counterclaim I have is, while he was talking to the cops, the main character was hearing sounds. He heard a loud ringing that kept getting louder and louder. When he couldn't take it anymore, he yelled and threw a chair out and screamed “Villains! Dissemble no more! I admit the deed! Tear up the planks! Here, here! It is the beating of his hideous Heart.” This too isn’t a great point but insane people do hear sounds in their head and eventually, they lost it and have mental breakdowns like
