CHAPTER 1.THE PROBLEM AND ITS SCOPE

Rationale
The archipelagic structure of the Philippines provides the country with rich ecology and a wide variety of biodiversity. But, excessive use of resources created rapid rates of depletion of the country’s flora and fauna.
The Philippines, as a colony under different races have conglomerated a unique combination of culture and became home to many historical structures and sites. But, man’s negligence, mismanagement, and apathy to nature and heritage wealth resulted to rapid degradation of both natural and manmade treasures and in some cases, total destruction.This stimulated the government and other non-government sectors to act on the preservation the country’s natural areas and cultural sites, at the same time, capitalize on them as tourist destinations. With the onset of the Suroy Suroy Sugbo, a provincial government appropriated project, Argao aggressively developed its heritage and natural tourist attractions. Many sites have been developed specifically those with heritage value, and with relative importance to tourism.
The Suroy Suroy Argao was launched as a local counterpart of the Suroy Suroy Argao. On a review done after several tours, one of the problems identified in Argao is the lack of accommodations. Amongst the negative feedbacks from the tourists are high room rates and poor accommodation facilities and services. In an assessment done by the Department of Tourism Region VII, it turns out that there is no accommodation in Argao that complies with the requirements and qualifies as a

    As you may have recently seen/heard, the war started and lasted abruptly, the bomb has obliterated the entire city of St. Louis. And I am sure you have heard of the fireman that made our town famous. Yes, the one about Sir Guy Montag, how the “fireman” had to burn his own house down for having books in his home. The rare thing about that incident was what happened after his house was burned. He burned a man and killed the other two firemen. That was the thing that set me slim. The talk in this district is mad. You almost can bet what it’s about. It is either about the fireman who set the world on fire or the bomb that hurt everyone. The survivors are going insane! There is no order in this chaos we call a town! And I, as Captain Beatty’s replacement, have a few simple proposals as in how to restore the peace to this mad house I call home. There will be no more book burnings for this town. Not only will the books be kept safe, but they will be cherished. First off, I am going to make an organization called Books for Homes. Everyone will help restore the homes that were destroyed in the horrible tragedy. Each home and family will have one book. Everyone in the household will remember that one book and have it passed down to their family and so on and so on. Everyone will have a shred of knowledge of the past and will have some type of understanding of the times before. Secondly, there will be a town cleanup for a week. Our town was already dead before the bomb; it passed away from lack of knowledge and the truth. The bomb just got rid of the carcass of the town like a vulture on a dead body. I will help this town resurrect from the ashes of what once was to what it could be. Next everyone in the town will have a food drive to help feed the families that lost everything.     I will talk about the potential disadvantages of exclusive “enclave tourism”. The implement of exclusive “enclave tourism” will affect local people and tourists. First, I will look into the negative effect on local people. Although there is a restriction on foreign ownership, and the government has policies stated that Mauritian employment in hotel, travel agencies and car rental must be predominant, the economic leakage from the tourism sector to outside the island is still estimated as about 30% of tourism revenues. Then the living standard of the local people will be lower since there is a high economic leakage portion. It also causes the relocation of local residents because the local people face the threats from pirates, cholera and malaria. It will damage the community linkage of those local residents. Since most of the local residents have emigrated to the plateau of the interior, they cannot enjoy visiting the coast. In addition, even though there is much potential heritage, culture and eco-tourism attraction, not many tourists will visit these attractions because the tourists usually stay in the hotel. Thus the government will not invest too much to develop these potential attractions. By the same reason of isolation of tourists in the resort enclaves, it also limits the tourists’ spending in small business.…
