Sports of any make or type are part of today’s society. Sporting events are televised worldwide for its entertaining pleasures. Remember watching football before the year 2000 and seeing all the great hits and blocks that we all came to love and enjoy watching? Hearing the words from the commentators, “he got the wind knocked out of him,” when the players were slammed to the ground as part of the game at the time and believing that concussions were part of the game. Upon hearing the word “concussion” was normal for contact sports and now has become more of a health issue for sport athletes today. Lowery & Morain had interviewed participants from state departments of health, education, and athletic and activity associations from 35 out of 42 states to focus on three areas of inquiry: implementation, evaluation, and enforcement. Implementation involves local organizations, agencies, and partnerships be familiar with training requirements, target populations and hands-on protocols, and becoming involved with the legislative process. Evaluations involve the language of the laws like one state’s law refers to “youth,” but did not provide a definition of the term, so it was unclear to which activities and athletes the law was intended for. Finally, enforcement calls into question, who has the authority to force the TBI laws within each state? According to one participant from a state athletic association, “All we are letting people know is that it is the law. As far as enforcement, that is a legal issue and it’s not an association issue.” This article provides the research for the first steps in evaluating the effectiveness of youth sports concussion
