Overview
 The Indian two-wheeler (2W) industry has shown a strong volume growth over the last two-years, having grown by 25% in 2009-10 and 27% in 2010-111 to reach 13.3 million units. This strong double-digit growth has been driven by multiple factors. One reason, of course, is statistical as this period of high double-digit growth has showed up after a rather sedate previous two years, when the 2W industry volumes had shrunk by 5% in 2007-08 and had grown by a mere 5% in 2008-09. In addition to the contribution of pent-up demand, the 2W industry growth over the last two years has been supported strongly by various underlying factors including India’s rising per capita GDP, increasing rural demand, growing urbanization, swelling replacement demand, increasing proportion of cash sales and the less measurable metric of improved consumer sentiment. Going forward, ICRA expects the 2W industry to report a volume CAGR of 10-12% over the next five years to reach a size of ~21-23 million units by 2015-16 as it views the fundamental growth drivers comprising of expected steady GDP growth, moderate 2W penetration levels, favourable demographic profile, under developed public transport system and utility quotient of a 2W - to be intact. Additionally, the entry of new players in the industry, multitude of new model/ variant launches, growing distribution reach, cheaper ownership costs on a relative basis are expected to be some of the other prime movers for industry growth over the medium term. In ICRA’s view, while the trend in rising commodity prices, hardening interest rates and increasing fuel costs may lead to some moderation in industry growth over the short term, the growth over the medium to long term is expected to remain in double

    Over the years the two wheeler sector has played a key role in a country like India where majority of population lives in rural or semi-urban areas without adequate transportation facilities. The Indian two wheeler market with an annual domestic sale in excess of 9mn units is 2nd largest globally and accounts for 75% of the total domestic automobile industry sales volume and that clearly demonstrates the popularity of two wheelers among the Indian consumers. After facing a slowdown in FY08 and FY09, the two wheeler industry made a remarkable come back in FY10 and we are optimistic about growth prospects in FY11E. Current retail demand is quite robust and this, coupled with new launches and players' focus on volume generating 100cc segment, would be the main growth driver for the industry in FY11E. Volumes in FY10 grew at a significant pace and on that high base in FY11E industry volumes are expected to grow though at a relatively moderate pace. We expect the domestic two wheeler volumes growth rate to come down from 26% in FY10 to 15% in FY11E. Due to relatively lower base and new launches, we expect players like Bajaj Auto (BAL) and TVS Motor (TVS) to outperform the industry volumes growth rate in FY11E. On the other hand, Hero Honda (HH) is expected to underperform on back of enhanced competition and relatively much higher base.     Purpose - The purpose of this paper is to provide an assessment of the effects of fuel efficiency improvements on four-wheeler ownership, fuel consumption, fuel imports and emissions for personal transportation in the context of India. The paper also aims to measure the rebound effect induced by this policy. Design/methodology/approach - The paper relies on a system dynamics model to analyse the problem. A causal loop model was developed initially, which was transformed to a stock and flow diagram. Simulation was carried out to capture the effects of fuel efficiency improvements in the four-wheeler sector of India. Findings - The study has revealed that a policy of fuel efficiency improvements is favourable to the Indian four-wheeler sector growth, but this policy could result in an increase in fuel consumption and therefore a corresponding increase in the fuel imports and emissions in the country. This policy also induces direct rebound effect that adds up to the already alarming fuel consumption levels. Research limitations/implications - The study is limited to four-wheeler passenger cars in India and gasoline as the transport fuel. Originality/value - The paper offers a system dynamics model that can aid the government, vehicle manufacturers, and environment protection groups to further analyse policies regarding fuel efficiency improvements, fuel price adjustments, four-wheeler ownership, energy consumption and emission, and to obtain some useful policy insights before those policies are implemented.…
