FDCA stands for the Field Data Collection Automation which workers from the U.S. Census Bureau use to collect information from citizen of the United States while going from door to door. The FDCA is important for decision making because the U.S. Census Bureau needs the information it collects from residence of the United States every ten years in order for them to get an approximate count of the population in the U.S. so the Census Bureau can make adjustments and calculation to the cut of Congress men spots, cut of federal assistance, and to realignment of states boundaries of legislative districts. The Census bureau was providing the FDCA program which tried to provide wirelessly hand held devices to their workers in order to cancel the paper forms and maps to save time and secure data in a better way in order for the Census Bureau to get them. The hand held devices where meant to be easier and simpler for the workers, so in 2006 the Census Bureau signed a contract with a communication product company named Harris Corporation which is the same company the government use to develop their communication systems. The devices were provided to workers without any appropriate testing and the results were not impressive because it was documented that the handheld devices were too slow and the data was too inconsistent. The problems in the FDCA program accrued because lack of management and no executives to look over the program and to manage it correctly or to test the handheld devices before providing them to the workers who were having problems using them and had no one to call and ask for help in operating or fix the problems on site if
