the concept of safeguarding vulnerable adults is that safeguarding is a shared responsibility which includes measures to prevent or minimise the potential for abuse occurring to vulnerable adults either individually or upon the wider community, for example the use of risk assessments and multi- disciplinary teams involving using independent mental capacity advocates and safeguarding teams like the independent safeguarding authority. Protection is a statutory responsibility in relation to individual cases where a risk of harm has been identified, we all have a duty of care to protect individuals from abuse.
1.2 evaluate the impact of policy developments on approaches to safeguarding vulnerable adults.
Abuse and exploitation of vulnerable adults has become a more prominent issue in recent years, as the public have gained more awareness. this has led to changes in policy surrounding safeguarding, a major development was the change from multi-agency protocol POVA (protection of vulnerable adults) to SOVA (safeguarding of vulnerable adults). this has impacted towards placing emphasis on the early intervention and prevention of abuse rather than when the risk has already been identified, this means we are more aware of how to prevent abuse from occurring and are able to put safeguards into place early on such as monitoring behaviours and occurrences and using risk assessments.

The care act 2014 sets out new clear legal framework for how local authorities and other parts of the system should protect adults at risk of abuse or neglect, the new safeguarding duties for local authorities are,
