THE MACPHERSON CONTITUTION OF 1951
The criticisms levelled against Richard and the events after the Second World War [1939-1945] which weakened imperials powers, led to growth of anti-colonial activities and de-mystification of white superiority, and made it imperative for a new constitution to be introduced in Nigeria. Sir Arthur Richard did not consult the people of Nigeria before introducing his constitution. His successor, Sir John Macpherson held extensive consultation with the people before introducing a new constitution.
Macpherson organised a series of conferences at village and divisional level, and then at the de provincial level, when the various provincial conferences made recommendations to be considered by regional conferences .A national conference was then held Ibadan, and the resolutions of this conference were then debated in the regional houses and the legislative council before the draft constitution was summited to the governor and the secretary states for colonies.
