“P55.4B supplemental budget inihain ni Drilon”
Naghayin si Senate President Franklin Drilon ng P55.4 bilyon supplemental budget ngayong Lunes para sa pagbangon ng mga sinalanta ng bagyong “Yolanda” at ng iba pang kalamidad.
Inihain ni Drilon ang Senate Joint Resolution No. 5 para sa pagpapasaayos ng mga winasak na lugar ni Yolanda particular sa probinsyang Samar at Leyte, mga gumuhong ari-arian ng lindol sa Bohol at iba pa.
Magmumula ang naturang pondo mula sa tatlong kaban ngbayan, dagdag ng senador.
Sinabing Senate President nahuhugot ng P20.8 bilyon ang gobyerno mula sa calamity-related funds, habang P20 bilyon naman sa rehabilitation fund ng 2014 national budget at P14.6 bilyon mula sa natitirang Priority Development Assistance Fund (PDAF) ngayong taon na hindi nailalabas mataposang desisyon ng Korte Suprema.
Napagdesisyunan ng mataas na hukuman nitong nakaraang lingo na hindi naaayon sa Saligang Batas ang PDAF o mas kilala sa tawag na “pork barrel system” kaya naman ipinatigilna nila ang paglabas nito.
Upang maiwas ang makuwestiyon ang paggalaw ng pera, nakasaad sa resolusyon nakinakailangan munang makakuha ng endorsement ang mga implementing agencies mula sa National Disaster Risk Reduction and Management Council (NDRRMC).
“It is imperative for the government to implement aggressive and continuous relief, rehabilitation and reconstruction efforts in the affected areas to enable our people and communities to recover from the damage caused by the said calamities,” pahayag ni Drilon.
Malaking bahagi ng pondo ay gagamitin para sa pagpapagawa at pagsasaayos ng mga impastraktura tulad ng mga paaralan, makasaysayang istraktura na sinira ng nagdaang Yolanda, magnitude 7.2 nalindol sa Visayas, bagyong Santi at Labuyo na nanalasa sa Luzon, kaguluhan sa Zamboanga City.
