Was the Japan Earthquake Manmade?

On March 11, 2011, a magnitude 9.0 earthquake the strongest ever recorded struck the East coast of northern Japan. It Japan triggered a massive tsunami along the Pacific Coast of northeastern Japan. As a result over 20000 people were killed and the Fukushima Daichi nuclear reactor has been severely damaged so Low-levels of radiation have been emitted.
According to Michel Chossudovsky (27 September 2004) who stated: ”The High-Frequency Active Auroral Research Program (HAARP) based in Gokona, Alaska, has been in existence since 1992. It is part of a new generation of sophisticated weaponry under the US Strategic Defense Initiative (SDI). Operated by the US Air Force Research Laboratory 's Space Vehicles Directorate, HAARP constitutes a system of powerful antennas capable of creating "controlled local modifications of the ionosphere" upper layer of the atmosphere.” The US military claim that HAARP 's main objective is to "exploit the ionosphere for Department of Defense purposes. Dr. Gerard Fryer explanation of Japan’s earthquake: “The surface of the Earth is in continuous slow motion. This is plate tectonics--the motion of immense rigid plates at the surface of the Earth in response to flow of rock within the Earth. The plates cover the entire surface of the globe. Since they are all moving they rub against each other in, sinking beneath each other, or spread apart from each other. At such places the motion isn 't smooth--the plates are stuck together at the edges but the rest of each plate is continuing to move, so the rocks along the edges are distorted.
