The primary goal of any law enforcement agency is to maintain public safety, primarily by reducing the number of occurrences of crime in their jurisdiction. Although this seems simplistic in nature, it takes many policing agencies working together in a successful working relationship to achieve this success. This paper will provide an assessment of each of these policing agencies and the relationships they possess. Communication patterns both within and outside the policing agency will be addressed, along with the current trends in the approach to the policing function. Public safety and the safety of communities are one of the most important areas of focus for the police, which is why I chose to do my policing paper on the crime prevention program known as TAVIS. TAVIS stands for Toronto Anti-Violence Intervention Strategy and was created on January 5th, 2006 which included 3 new rapid response teams with 18 officers on each team. The idea was that the teams could be released instantly if any gang or gun violence was reported. A total of an additional 72 officers were formed into these teams and are strategically placed throughout Toronto in the most gun violence or gang oriented areas to prevent crimes from occurring. Throughout the summer months the teams are placed in specific locations for lengthy periods at a time to cut down on the criminal activity. The declared objective for TAVIS is “The Toronto Anti-Violence Intervention Strategy is an intensive, violence reduction and community mobilization strategy intended to reduce crime and increase safety in our neighbourhoods”.1 TAVIS addresses the problem of high levels of criminal activity for such small neighbourhoods or communities in Toronto. For instance, the neighbourhoods of Keele and Eglinton and Jane-Finch area received more TAVIS officers during the summer months due to the high levels of crime in the areas for them being such small neighbourhoods. TAVIS has 3 main parts to the program. Those parts consist of 1. Additional Toronto Police Service officers are assigned to areas experiencing an increase in violent activity, 2. A gang is look to as a replacement of family and a form of survival. Being a gang member means getting respect. Gang members start off young, around the age of 10-11 yrs of age. Graffiti marks the limits where a gang member can go, it can also show a gangs power. Gangs are better armed then the police. Police do everything in their power to stop gang violence. Law enforcement has been able to provide protection and discipline in their communities. Policing agencies have particular characteristics which are highly important for the community. First, routine patrol, patrolling the streets of their community provides protection and unity for the citizens. Second, rapid response for service, this allows the community to feel confident about calling the local law enforcement agency and knowing they will arrive with a sense of urgency. Third, arrests, the community has to feel safe within their streets and law enforcement must put away the men and women involved in criminal activities and criminal acts. Fourth, investigations, police agencies cannot make any arrests until they provide a thorough investigation for the individual’s crime. Community partnership is the most effective way of reducing disorder through collaborative relationships between public and police. Police officer can gain trust from community members through positive communication outlets and cooperation. Consultation is done through community meetings. Community meetings allows the community members to express their problems, allows police to educate the public about crime, allows community members to express their feelings about the police and the police informs the community about their failures and success. Throughout the interview process I was able to understand and gain an adequate perception of how others felt about law enforcement here in the United States. I found that many answers were universal and were not only the views of one particular race. Law enforcement is set in place to up hold the laws and to protect and serve the people of the United States. However, I found that a few of my interviewees felt that law enforcement was biased and were not for all people. The problems in my community are basically due to the expansion and tolerance of gang activity that is now taking over the community. Gang activity reproduces many more problems as well as crime involvement for example in areas of greater gang involvement young children tend to affiliate in such groups and become criminals at a very young age. Yet the biggest problem that in reality my community is facing today is lack of communication by keeping silence instead of speaking up, and lack of interaction by not providing support to the police department. Community policing may not carry the instant image of gang suppression, but it can build trust among the substantial majority of a neighborhood who are not gang involved, empower those residents and build an alliance in which they help prevent and reduce gang violence. Partnerships with leaders in education, job training, employment, counseling, family support and other services can strengthen options to help residents of a neighborhood, including gang members, address problems they face.
