ABSTRACT-This paper mainly focused on software measurement fot web application.firstly,the cost estimation methods and size measurement approaches were presented.the different methods were discussed with regards to their suitability for cost estimation matters in the area of web development.composite cost estimation methods and problem oriented measures were recognized as most appropriate measurement approaches for estimating the cost of web application at an early stage in the project.secondly the principles of web development technologies were introduced,because they are an essential prerequisite for the understanding of web development projects.finally previous studies on size measurement and cost estimation for web application were presented.web objeces and COSMIC FULL function points were determined as suitable size measures for web application.

INTRODUCTION
Software management is a crucial activity for any software development effort. The software management activity, however, must not delay or impede the rapid software development schedule necessary to meet the harsh time to market needs of the E-World.
Consequently, effective and time-efficient software configuration must be practiced with all efforts having a justification in functional value. The software configuration management theoretical model that is most commonly referred to in literature does not easily correspond to the functions that must be accomplished through software configuration management activities. A better model that is functional in derivation, and that will be clearly understood and will be easily scalable is the subject of this paper.
