The second reason why is a human can see better than an ROV, they can work better to. For instance Brendan Foley was doing his morning dive and at the very tip of his feet he found two pieces of pottery BC & AD. The third reason why is ROVs are pretty good for underwater discoveries, but a human could go to college and train to go underwater and make discoveries.
In addition, if you are on the other side of the debate, ROVs could find something a human could miss. They might be able to go deeper into the Ocean (wherever) than a human could. They still have bugs, a human is definitely a better resource. The reason why humans are a better resource is because we can master a skill. That is how we make a living in the USA! And a robot can’t make a living, they can only have money put into them.
In conclusion, ROVs are definitely not valuable for underwater research, because ROVs have mechanical limitations, cost a lot of money, and humans are more of a superior choice than a robot. Humans don’t cost money and they can master/ do anything a robot can do if they have the right gear. Finally imagining an underwater death and reliving it over, and over that has to be painful for their
