They followed instructions from authorities as involuntary as was needed to complete the task. They did not have efficient resources and information capable to challenge the authorities. For instance, people were asked to take preventive measures to control fires during the summer. They were asked to keep sand, water and a rod in case of a fire emergency. Even though they all knew that they were only for show, people kept those things display in front of their house. Yet both the authorities and the people knew that those are not useful to against a fire case with a small amount of water, sand and two separate bags, and a makeshift rod. But that would be found every house around the country at that time. That was citizens’ cooperation that the authorities had attained from people. Under the military rule, citizens were only active role to follow and listen what authority’s commands to them involuntary because of fears punishments. It seemed that the government and the people were in harmony without passive cooperation from citizens such asking questions to authorities why and how. Thus we could not define that people are not active at all in cooperation with government. But we must realized that such “cooperation” unable to help in building modern democratic nation. The mandatory fire preventing measures case pointed that the way people responded to authorities without any questions. They should asked such questions, what the duty of the fire department is, and whether is it doing an adequate job? It has equipment and man power, but what does it do with them? Where is the taxpayers’ money going? Before the transition, no one raised such questions to authorities. Because citizens themselves had no sufficient education and free to ask question. But today, the situation has changed, we were not the military rule at all. Thus people should not act like before transition. They should have to be free to ask question and the courage to speak out loud to challenge the government and monitor their works. No doubt for the country to develop, we need an informed and engaged citizenry. Citizens also required to promote their skill, knowledge, and well-informed without fear both of private and public life. In this fact, it helps to know why we need to cultivate civic education as a priority in transition to promote civic virtue among citizens. Education need to educate the people to identify about their rights and responsibilities of citizens to collaborate with fellow citizens and government.
