For example, if people decided to live near an active volcano without any knowledge of how to mitigate the damage of its eruption, the eruption could be considered a disaster if it destroys houses and kills people. However, if there were no one living there or if they knew what to do to minimise the damage, the eruption could not have met the criteria to classify the eruption as a disaster and would have just been a hazard. A real life example would be the Chernobyl Nuclear Disaster. In summary, the flawed nuclear power plant, coupled with inexperienced personnel who did not know that the test they put it through could cause it to be explosive.
