Colonists had little voice in the affairs of gov. until 1619- when Virginia company permitted them to form a representative assembly- called House of Burgesses 2 delegates from each settlement in Virginia- * 1st elective/representative legislature in America
King James dissolved the bankrupt Virginia Company assumed personal responsibility- made Royal colony- king appointed governor and upper House Council still kept the House of Burgesses (lower house)
New England
16th century Anglican Church official church of England- some people not happy want to purify church of England. New Hampshire- George Calvert 1st Lard Baltimore Catholic friend Charles I- seek place Catholics go- got from king tract of land son Cecilius Calvert 2nd Lord Baltimore became 1st proprietor or owner of an American colony- had complete control- made laws only with the advice and consent of the freemen of the colony
