After the attack, the Naval Base was defended because the American military leaders were not expecting an attack so close to home. The government decided to declare the “Marshall Law” admittedly after the sneak attack. Even though the Japanese weren't there anymore, they didn't know if they were coming back so they had a complete blackout over the islands. The soldiers made machine gun pits made of sandbags all around Ford's Island. They stood around these pits for almost 2 days because they didn't know where the Japanese were or if they were returning. The day after the attack, the congress decided that they were going to declare war on Japan, even though they didn't want to go to war. On December 11, 1941 Italy declared war on the United States in response to that country's declaration of war upon the Japanese following the attack on Pearl Harbor 3 days earlier. Germany also declared war on America the same day. The Axis and the Allies went to war after the U.S got pulled into the war. The Axis included Germany, Japan, and Italy against the Allies which included the United States, Great Britain and the Soviet Union.
