Introduce the topic and briefly go over my main argument, making short points.
In order for a country to be dynamic and well-rounded, its main goal should be to provide the structure to support the needs of its population as well as to uphold equality among its citizens. Therefore, the country must not only maintain its competitiveness in the world market but also structure itself in a certain way so that it can provide a safety net for the country’s citizens if the country goes through hard economic times. This is where the welfare system enters into the equation.

Bismarck sought to keep the population of Germany intact by implementing social programs to maintain the attractiveness of Germany for to its workers who might have gone to the United States. The U.S.A. paid higher wages (Ivo, 1962). Bismarck 's welfare state worked; he successfully made Medicare, unemployment insurance, and pensions, public services to Germany 's population, and they remained in Germany.
